	Amend CSHB 4586 by adding a new section to read as follows:                  
	SECTION ____.  Amend Article IX, Section 8.02, General 
Appropriations Act, HB 1, 80th Legislature, Regular Session, by 
amending subsection (a) and adding subsection (i) to read as 
follows:
	(a) Except as provided in Subsection (i), all [All] funds 
received from the United States government by a state agency or 
institution named in this Act are hereby appropriated to the agency 
for the purposes for which the federal grant, allocation, aid, 
payment or reimbursement was made subject to the provisions of this 
section.
	(i) Prior to obligating or expending funds received from the 
United States government under the American Recovery and 
Reinvestment Act (Pub. L. No. 111-5), an agency or institution of 
higher education must provide the following information to the 
Legislative Budget Board, Governor's Office, and each member of the 
legislature:
		(1) the amount of money awarded or received;                           
		(2) the purposes for which the funds may be spent;                     
		(3) specific performance measures tied to each 
expenditure;          
		(4) the estimated number of jobs to be created or 
retained;          
		(5) the number of any new full-time equivalent 
positions; and        
		(6) a list of all capital items to be purchased with the 
funds.
