Amend HR 2 (adopting the House Rules) in Rule 3, Section 17 (Higher Education), in Subdivision (2) (page 36, lines 6-8), by striking ", including the funding and financial management of those institutions but not including any matter within the jurisdiction of the Committee on Appropriations".
