Amend HR 2 as follows:                                                       
	(1) Strike page 57, lines 1 through 6 and substitute the 
following for Rule 4, Section 7:
	Sec. 7. BILL ANALYSES. Except for the general appropriations 
bill, for each bill or joint resolution referred to the committee, 
the staff of the committee shall be responsible for distributing a 
copy of a bill analysis to each member of the committee and to the 
author of a house measure or sponsor of a senate measure at the 
earliest possible opportunity but not later than the first time the 
measure is laid out in a committee meeting. 
	(2) Strike page 73, lines 4 through 7 and substitute the 
following for Rule 4, Section 32(d):
	(d) A committee chair shall provide to the author of a house 
measure or sponsor of a senate measure a copy of the analysis 
required by Subsection (c) of this section as soon as the analysis 
is complete.
