Amend Amendment No. 21 by Y. Davis (amending HR 2 in Rule 4  
regarding bill analyses) as follows:
	(1)  On line 1, strike ", Section 32,".                                        
	(2)  On line 3, after "(1)", insert "In Section 32,".                          
	(3)  On line 11, after "(2)", insert "In Section 32,".                         
	(4)  On line 12, after "(3)", insert "In Section 32,".                         
	(5)  Add the following at the end of the amendment:                            
	(4)  In Section 7, add the following at the end of Section 7 
(page 57, line 6):
	The author of the bill or joint resolution may request the 
Texas Legislative Council to prepare an analysis for purposes of 
this section suitable for distribution by committee staff to each 
member of the committee.
