	Amend Floor Amendment No. 1 to HR 2 as follows:                              
	(1)  In item (3), strike page 1, line 20 through page 2, line 
18), and substitute the following:
	Sec. 7.  CORRECTIONS.  The committee shall have 11 [seven] 
members, with jurisdiction over all matters pertaining to:
		(1)  the incarceration and rehabilitation of convicted 
felons;              
		(2)  the establishment and maintenance of programs that 
provide alternatives to incarceration;
		(3)  the commitment and rehabilitation of youths;                             
		(4)  the construction, operation, and management of 
correctional facilities of the state and facilities used for the 
commitment and rehabilitation of youths; [and]
		(5)  juvenile delinquency and gang violence;                           
		(6)  criminal law, prohibitions, standards, and 
penalties as applied to juveniles;
		(7)  criminal procedure in the courts of Texas as it 
relates to juveniles; and
		(8) [(5)]  the following state agencies:  the Texas 
Department of Criminal Justice, the Special Prosecution Unit, the 
Board of Pardons and Paroles, the Texas Youth Commission, the 
Office of Independent Ombudsman of the Texas Youth Commission, the 
Council on Sex Offender Treatment, the Texas Correctional Office on 
Offenders with Medical or Mental Impairments, the Texas Juvenile 
Probation Commission, the Advisory Council on Juvenile Services, 
and the Private Sector Prison Industries Oversight Authority [, and 
the Criminal Justice Policy Council].
	(2)  Add the following appropriately numbered item and 
renumber subsequent items:
	(_) In Rule 3, strike Section 21 (Juvenile Justice) (page 39, 
line 17 through page 40, line 5), substitute the following, and 
renumber subsequent sections of Rule 3 appropriately:
	[Sec. 24.  JUVENILE JUSTICE AND FAMILY ISSUES.  The 
committee shall have nine members, with jurisdiction over all 
matters pertaining to:
		[(1)  juvenile delinquency and gang violence;                
		[(2)  criminal law, prohibitions, standards, and 
penalties as applied to juveniles;
		[(3)  criminal procedure in the courts of Texas as it 
relates to juveniles;
		[(4)  civil law as it relates to familial 
relationships, including rights, duties, remedies, and procedures 
thereunder; and
		[(5)  the following state agencies: the Texas Juvenile 
Probation Commission and the Advisory Council on Juvenile 
Services.]
	(3)  Add the following appropriately numbered item and 
renumber subsequent items:
	(_) Strike page 40, line 16, through page 41, line 1, and 
substitute the following appropriately numbered section, and 
renumber subsequent items of Rule 3 appropriately:
	Sec.   . PUBLIC SAFETY. [26.  LAW ENFORCEMENT.]  The 
committee shall have nine [seven] members, with jurisdiction over 
all matters pertaining to:
		(1)  law enforcement;                                                         
		(2)  the prevention of crime and the apprehension of 
criminals;             
		(3)  the provision of security services by private 
entities; and            
		(4)  the following state agencies:  the Commission on 
Law Enforcement Officer Standards and Education, the Department of 
Public Safety, the Texas Forensic Science Commission, the Polygraph 
Examiners Board, the Texas  Private Security Board, the Commission 
on State Emergency Communications, and the Crime Stoppers Advisory 
Council.
