Amend HR 2 (House Rules Resolution) in Rule 1, Section 16, on 
page 8, between lines 17 and 18, by inserting the following:
	(c)  If a new speaker is elected during a regular session 
following the removal of the previous speaker pursuant to a motion 
to vacate the chair or another similar motion, the new speaker may 
not alter the composition of any standing committee before the end 
of the session, except that the new speaker may:
		(1)  vacate the new speaker's membership on any 
committee;           
		(2)  make committee appointments for the member who was 
removed as speaker; and
		(3)  fill vacancies that occur on a committee.
