Amend CSSB 1, as follows:                                                    
	(1)  On page I-25 of the Commission on State Emergency 
Communications' bill pattern, increase General Revenue-Dedicated 
Account No. 5007 appropriations to Strategy B.1.1, Poison Call 
Center Operations, by $695,089 in fiscal year 2010 and by $913,489 
in fiscal year 2011.
	(2)  On page I-26 of the Commission on State Emergency 
Communications' bill pattern, add the following rider:
	____.  Contingent Revenue:  General Revenue-Dedicated 
Advisory Commission on State Emergency Communications Account No. 
5007.  Contingent on the collection of fees in the General 
Revenue-Dedicated Advisory Commission on State Emergency 
Communications Account No. 5007 in excess of $38,329,000 (Object 
Code 3563), contained in the Comptroller of Public Accounts' 
Biennial Revenue Estimate for fiscal years 2010 and 2011, the 
amounts of $695,089 in fiscal year 2010 and $913,489 in fiscal year 
2011 are included above for the Commission on State Emergency 
Communications in Strategy B.1.1, Poison Call Center Operations, 
for the purpose of poison control center call taker salary 
increases, additional call takers, poison center administration 
and public education.
	If the Comptroller finds the information sufficient to 
support the projection of increased revenues, a finding of fact to 
that effect shall be issued and the contingent appropriation shall 
be made available for the intended purposes.
