	Amend CSSB 1, on page VII-36 (Department of Transportation) 
by inserting the following appropriately-numbered rider and 
renumbering any subsequent riders accordingly:
	____.  Limitation on Expenditures:  Prohibition on Using 
TxDOT Funds to Pre-Existing Roads.  The Department of 
Transportation shall not expend any funds appropriated above on the 
construction, operation or maintenance of any toll-related project 
on a pre-existing road, including toll roads and managed lanes.
