	Amend CSSB 1 by adding the following appropriately numbered 
rider in Article VII of the bill after the appropriations to the 
Texas Department of Transportation:
	____.  It is the intent of the legislature that the Texas 
Transportation Commission's approval of funds for projects 
recommended from the Metropolitan Planning Organizations for 
transportation-related enhancement projects be geographically 
balanced throughout the state.
