Amend CSSB 1 on page VIII-83, Rider, (Public Utility 
Commission of Texas) by amending Rider No. 8, Low Income Discount, 
as follows:
	Low Income Discount.  All amounts appropriated above in 
Strategy C.1.1, Energy Assistance, shall only be expended to 
provide a discount up to 20 percent for 12 months each fiscal year, 
unless the recipient of the funds is over the age of 70 or the legal 
guardian of a minor child.  These recipients may receive a discount 
of up to 25 percent for up to 18 months.
