System updates will be applied on February 19, 2026 at 6:00 PM. These updates will include changes to the user interface. Work is expected to take approximately 30 minutes to complete, during which the site will be unavailable.

	Amend CSSB 1 in Section 8.02, Article XI, by amending 
subsection (a) and adding subsection (i) to read as follows:
	(a) Except as provided in Subsection (i), all [All] funds 
received from the United States government by a state agency or 
institution named in this Act are hereby appropriated to the agency 
for the purposes for which the federal grant, allocation, aid, 
payment or reimbursement was made subject to the provisions of this 
section.
	(i) Prior to obligating or expending funds received from the 
United States Government under the American Recovery and 
Reinvestment Act of 2009 (Pub. L. No. 111-5) or any subsequent 
federal stimulus legislation, an agency or institution of higher 
education must provide the following information to the Legislative 
Budget Board, Governor's Office, and each Member of the 
Legislature:
		(1) the amount of money awarded or received;                           
		(2) the purposes for which the funds may be spent;                     
		(3) specific performance measures tied to each 
expenditure;          
		(4) the estimated number of jobs to be created or 
retained;          
		(5) the number of any new full-time equivalent 
positions; and        
		(6) a list of all capital items to be purchased with the 
funds.
