System updates will be applied on February 19, 2026 at 6:00 PM. These updates will include changes to the user interface. Work is expected to take approximately 30 minutes to complete, during which the site will be unavailable.

	Amend CSSB 1 in Part 13, Article IX, of the bill by adding a 
new section to read as follows:
	Sec. 13.____.  Study on Spending Limitation.  It is the 
intent of the legislature that the Legislative Budget Board using 
funds appropriated by this Act shall conduct a study to evaluate the 
effect of changing the constitutional and statutory spending limit 
based on the rate of growth of the economy to a spending limit based 
on the sum of the rate of population growth and the rate of monetary 
inflation.  Not later than January 1, 2011, the Legislative Budget 
Board shall make recommendations from the conclusions of the study 
to the governor and lieutenant governor.
