Amend CSSB 1 as follows:
(1) Amend Rider 22 following the Article II appropriations to the Department of State Health Services (Family Planning rider,
page II-58) to read as follows:
22. Family Planning. Of funds appropriated under Strategy
B.1.3, Family Planning Services, no state funds may be used to
dispense prescription drugs to minors without parental consent.
Contingent on HB 891, SB 592, or similar legislation being enacted
by the 81st Legislature, Regular Session, 2009, and becoming law,
an exemption shall be allowed for 16- and 17-year old mothers who
consent to medical treatment related to contraception.
(2) Amend Rider 32 following the Article II appropriations
to the Health and Human Services Commission (Family Planning rider,
page II-85) to read as follows:
32. Family Planning. Of funds appropriated for Medicaid
Family Planning, no state funds may be used to dispense
prescription drugs to minors without parental consent. An
exemption shall be allowed for emancipated 16- and 17-year old
parents. Contingent on HB 891, SB 592, or similar legislation being
enacted by the 81st Legislature, Regular Session, 2009, and
becoming law, an exemption shall be allowed for 16- and 17-year old
mothers who consent to medical treatment related to contraception.
