Amend CSSB 1 as follows:                                                     
	(1) Add the following appropriately numbered subsection to 
rider 38 in Article III, Education following the appropriations for 
the Texas Education Agency:
	Out of the funds identified above, the Commissioner shall 
allocate an amount not to exceed $300,000 in fiscal year 2010 and 
$150,000 in fiscal year 2011 for the development, piloting, and 
evaluation of pre-Algebra, Algebra I, Geometry, and Algebra II 
courses using digital media technologies as the primary 
instructional delivery platform.
	Funds shall be distributed by the Commissioner on a 
competitive grant basis to a single government, nonprofit, or 
community-based entity no later than September 30, 2009.  To be 
eligible for funding, organizations must: (1) demonstrate the 
existence for at least two years of a partnership between education 
and digital media industries; (2) document previous experience in 
the development and implementation digital media-based curricula; 
(3) agree to pilot the four courses in school districts on campuses 
representative of ethnic, economic status, and academic 
achievement diversity; (4) present no later than December 1, 2010 a 
preliminary evaluation report to the Commissioner and House and 
Senate Committees with oversight responsibility for public 
education; and (5) confer to the State of Texas all licensing rights 
associated with the courses.
