Contingent on the enactment of HB 3776, SB 2214, or similar 
legislation of the 81st Legislature relating to a fee imposed on 
foreclosure filings to fund civil legal services to indigent 
Texans, all fees, fines, or penalties deposited into the Basic 
Civil Legal Services Account of the Judicial Fund under Section 
118.011, Local Government Code, is appropriated for Strategy B.1.1, 
Basic Civil Legal Services.
