Amend CSSB 1 (House committee printing) in Article XI of the 
bill, in the provisions for the Department of State Health Services 
(page XI-3), by adding the following item:
	Rider:  Contingency for HB 1876, Federally-Qualified Health 
Centers.  Contingent on the passage of HB 1876 or similar 
legislation relating to the creation of a health care access fund to 
recruit health care providers in health professional shortage areas 
and to support federally-qualified health centers and to using for 
those purposes certain revenue from a tax imposed on certain 
tobacco products, and in addition to the other amounts appropriated 
to the Department of State Health Services for the state fiscal 
biennium ending August 31, 2011:
		(1)  the following amounts are appropriated for that 
biennium out of the health care access fund to the Department of 
State Health Services for the purpose of funding the operational 
costs of federally-qualified health centers, as defined by 42 
U.S.C. Section 1396d(l)(2)(B), through the primary health care 
services program established by the department under Section 
31.003, Health and Safety Code:
			(A)  25 percent of the total amount available in 
the health care access fund for the state fiscal year ending August 
31, 2010; and
			(B)  for the state fiscal year ending August 31, 
2011, 25 percent of the total amount available in the health care 
access fund and all unexpended balances appropriated under 
Paragraph (A);  and
		(2)  the "Number of Full Time Equivalents" (FTEs) in 
the Department of State Health Services bill pattern is increased 
by 1.0 FTE for each year of the state fiscal biennium ending August 
31, 2011.
