	Amend CSSB 1 in Article XI of the bill by adding the following 
appropriately numbered rider following the provisions for the 
Health and Human Services Commission (page XI-4):
	____.  Contingent Appropriation:  Strategic Plan for the 
Child Health Plan and Medical Assistance Programs.  Contingent on 
the enactment and becoming law of HB 745, Acts of the 81st 
Legislature, Regular Session, 2009, or similar legislation 
requiring the development and implementation of a strategic plan to 
intensify community outreach and education relating to the 
availability of benefits under the child health plan and medical 
assistance programs and to reduce the paperwork and other 
administrative burdens associated with determining eligibility for 
and enrolling individuals in those programs, in addition to other 
amounts appropriated by this Act, the Health and Human Services 
Commission is appropriated the amounts of $703,184 for the state 
fiscal year ending August 31, 2010, and $1,406,011 for the state 
fiscal year ending August 31, 2011, from the general revenue fund 
for purposes of implementing the strategic plan.
