Amend CSSB 1 in Article XI by adding the appropriately 
numbered rider and renumbering accordingly.
	Rider ____.  Out of the funds appropriated above, not less 
than $10 million, and not more than $15 million, shall be 
appropriated for an economic development project that benefits a 
city or community that is located within a 10-mile radius of a major 
military hospital, military base or military installation.  The 
economic development project must include the following:
		(1) Construction of a facility for police, law 
enforcement, fire, and/or emergency responder personnel,
		(2) Construction of a facility that can be used as a 
technology incubator that also compliments and/or helps maximize a 
previous grant made from the Texas Enterprise Fund or the Texas 
Emerging Technology Fund, and
		(3) Some form of renewable energy in its design.
