Amend CSSB 1 by adding the following appropriately numbered 
rider in Article II following the appropriations to the Department 
of Family and Protective Services:
	____.  At-risk Programs.  Out of funds appropriated in 
Strategy C.1.5, Other At-Risk Prevention Programs, the Department 
of Family and Protective Services shall use $500,000 in the state 
fiscal year ending August 31, 2010, and $750,000 in the state fiscal 
year ending August 31, 2011, for the purpose of contracting with an 
evidence-based program for the prevention of and early intervention 
in child abuse and neglect cases.  The program must provide early 
childhood home visitation, parent education, and family support and 
serve families throughout pregnancy and until the child enters 
school.  The program must be shown to increase school readiness, 
identify early delays in  development, and link families with 
community resources.  The program must have a special curriculum 
available for military families.  The money shall be used to fund 
new local programs that provide these services and to provide 
training and technical assistance for existing programs that 
provide these services.
