	Amend CSSB 1 in Article XII of the bill by adding the 
following rider, numbered appropriately, under Special Provisions 
American Recovery and Reinvestment Act:
	Sec.____.  American Recovery and Reinvestment Act Effect on 
Future Budgeting.  A agency of this state that receives funding 
derived from money under the American Recovery and Reinvestment Act 
of 2009 (Pub. L. No. 111-5) may not take an action that obligates 
this state to increase the level of funding for a program during the 
state fiscal biennium beginning September 1, 2011 or a subsequent 
biennium.
