System updates will be applied on February 19, 2026 at 6:00 PM. These updates will include changes to the user interface. Work is expected to take approximately 30 minutes to complete, during which the site will be unavailable.

	Amend CSSB 1 as follows:                                                     
	(1) Add the following appropriately numbered rider in Article 
XII of the bill following the special provisions regarding 
appropriations under the American Recovery and Reinvestment Act:
	Sec.  ____.  Additional Funds for Energy Assistance Program.  
In addition to other amounts appropriated to the Department of 
Housing and Community Affairs, the amount of $10.7 million shall be 
allocated in fiscal year 2010 to fund energy efficiency programs 
including the Energy Assistance Program in Article VII, Strategy 
C.2.1 (page VII-2), and programs to promote passive solar energy 
systems.
	(2) Reduce the Article XII appropriations to the Department 
of Housing and Community Affairs for the HOME Program (page XII-5) 
by $10.7 million for the state fiscal year ending August 31, 2010. 
	(3) Adjust the totals and methods of financing accordingly.
