	Amend CSSB 1 in Article XII by adding the following 
appropriately numbered rider in the Special Provisions American 
Recovery and Reinvestment Act:
	____.  It is the intent of the legislature that the Department 
of Housing and Community Affairs shall use portion of the 
Neighborhood Stabilization Program to assist cities with a 
population of 40,000 or less with a high level of foreclosures.  The 
funds shall be use for foreclosure prevention programs and for the 
purchase and rehabilitation of vacant housing to provide affordable 
housing for low income population.
