Amend CSSB 1 in Article II of the bill, at the end of Rider 55 
following the appropriations to the Health and Human Services 
Commission (page II-90), by inserting the following:

Notwithstanding the requirement that the plan must be for the 
expenditure of 85 percent of the Strategic Initiative funding, the 
commission shall supplement the projects specified in the plan with 
other projects that qualify as Frew Strategic Initiatives, or 
modify the projects specified in the plan as necessary, to ensure 
that 100 percent of the Strategic Initiative funding is obligated 
or submitted to the LBB and Governor's Office for approval not later 
than August 31, 2011.
