System updates will be applied on February 19, 2026 at 6:00 PM. These updates will include changes to the user interface. Work is expected to take approximately 30 minutes to complete, during which the site will be unavailable.

	Amend CSSB 1 by adding the following rider after the Article 
II appropriations to the Health and Human Services Commission:
	____.  Fiscal Accountability for Programs for Persons With 
Mental Retardation.  It is the intent of the legislature that the 
executive commissioner of the Health and Human Services Commission 
adopt rules that prohibit the commission from enforcing minimum 
spending thresholds currently contained in the fiscal 
accountability requirements beginning with the 2008 cost reports 
for the intermediate care facilities for persons with mental 
retardation and home and community-based services waiver programs.  
The 2007 cost reports will continue to have minimum spending 
thresholds currently contained in the fiscal accountability 
spending requirements applied.  If before implementing this 
provision the commission determines that a waiver or authorization 
from a federal agency is necessary for implementation of the 
provision, the commission shall request the waiver or authorization 
and may delay implementing the provision until the waiver or 
authorization is granted.
