Amend CSSB 98 by adding the following appropriately numbered 
section to the bill and renumbering subsequent sections of the bill 
as appropriate:
	SECTION __.  This Act does not make an appropriation.  This 
Act takes effect only if a specific appropriation for the 
implementation of the Act is provided in a general appropriations 
act of the 81st Legislature.
