	Amend SB 546, on third reading, in SECTION 1 of the bill, in 
Section 39.905(a)(3), Utilities Code, as amended by the bill and by 
the Swinford Amendment on second reading, by striking  "programs,
[or] limited, targeted, market-transformation programs, or other 
programs or incentives sufficient for retail electric providers and 
competitive energy service providers to address major barriers and" 
and substituting "programs, [or] limited, targeted, 
market-transformation programs, or other commission-approved 
programs or incentives sufficient for retail electric providers and 
competitive energy service providers to address major barriers to 
the achievement of energy efficiency goals under this section and".
