System updates will be applied on February 19, 2026 at 6:00 PM. These updates will include changes to the user interface. Work is expected to take approximately 30 minutes to complete, during which the site will be unavailable.

	Amend SB 686 by adding the following appropriately numbered 
SECTION to the bill and renumbering subsequent SECTIONS of the bill 
accordingly:
	SECTION ____.  Subchapter A, Chapter 251, Transportation 
Code, is amended by adding Section 251.018 to read as follows:
	Sec. 251.018.  SUBSURFACE ACCESS IN RIGHT-OF-WAY.  (a)  A 
county may allow subsurface access to a county road right-of-way 
for the installation of a temporary water line that does not 
interfere with existing utilities located in the right-of-way.  The 
county may regulate the horizontal or vertical location of the 
pipeline within the right-of-way.
	(b)  The county may require a temporary water line operator 
to relocate facilities at the cost of the operator to accommodate 
construction or expansion of the road or for any other public work.
