Amend CSSB 855 (Senate committee printing), in SECTION 1 of
the bill, in proposed Subchapter D, Local Government Code (page 13,
between lines 35 and 36), by inserting the following:
Sec. 446.1555. LOW-INCOME ASSISTANCE PROGRAM. (a)
Notwithstanding Section 446.053, a county shall adopt guidelines
and requirements to create a low-income assistance program. The
guidelines at a minimum must include:
(1) a minimum and maximum amount of assistance;
(2) criteria for determining eligibility, taking into
account:
(A) the individual's or family's income, which
may not exceed 300 percent of the federal poverty level; and
(B) any other relevant considerations; and
(3) safeguards for preventing fraud in the program.
(b) A county shall provide an electronic means for
distributing or crediting assistance funding after all program
criteria have been met.
