Amend SB 1001 on third reading by adding the following 
appropriately numbered SECTION to the bill and renumbering 
subsequent SECTIONS of the bill accordingly:
	SECTION ____.  Subchapter D, Chapter 501, Insurance Code, is 
amended by adding Section 501.1531 to read as follows:
	Sec. 501.1531.  LOBBYING ACTIVITIES NOT AUTHORIZED.  Section 
501.153 does not authorize the public counsel to engage in 
activities to an extent or in a manner that would require a person 
engaging in those activities to register as a lobbyist under 
Section 305.003, Government Code.
