Amend CSSB 1016, SECTION 9.19 by adding the following 
appropriately lettered subsection to the bill:
	(__)  SECTION 9.02 in this Act does not make an 
appropriation.  A provision in SECTION 9.02 that creates a new 
governmental program, creates a new entitlement, or imposes a new 
duty on a governmental entity is not mandatory during a fiscal 
period for which the legislature has not made a specific 
appropriation to implement the provision.  A change in law made in 
SECTION 9.02 of this Act may not receive an appropriation of more 
than $4,000,000 during the fiscal period in which the legislation 
becomes effective.
