Amend CSSB 1443 (committee report) by adding the following 
appropriately numbered SECTION to the bill and renumbering 
subsequent SECTIONS of the bill accordingly:
	SECTION ____.  This Act does not make an appropriation.  This 
Act takes effect only if a specific appropriation for the 
implementation of the Act is provided in a general appropriations 
act of the 81st Legislature.
