Amend CSSB 1823 (Senate committee printing) in SECTION 1 of 
the bill as follows:
	(1)  In Section 52.136(b), Natural Resources Code (page 1, 
lines 22-23), strike "any other lease of state land or minerals held 
by the lessee" and substitute "any other lease of state land or 
minerals held by the same lessee".
	(2)  Strike added Section 52.136(d), Natural Resources Code 
(page 1, lines 49-53), and substitute the following:
	(d)  The commissioner may temporarily suspend enforcement of 
a lien established by Subsection (b):

		(1)  if the commissioner determines that the lessee did 
not receive payment from the first purchaser of the oil or gas 
produced from the lease area; or
		(2)  because of other extenuating circumstances beyond 
the control of the lessee.
