Amend SB 1862 (Senate committee printing) as follows:                        
	(1)  In SECTION 2 of the bill, in added Section 2158.351, 
Government Code (page 1, line 39), strike "A state" and substitute 
"(a) Except as provided by Subsection (b), a state".
	(2)  In SECTION 2 of the bill, in added Section 2158.351, 
Government Code (page 1, line 42), immediately following the 
period, insert the following:
	(b)  The comptroller may exempt from the requirements of this 
section a state agency that submits written justification  
demonstrating the reasons a propane, natural gas, or electrically 
powered lawnmower or other landscaping equipment does not fulfill 
the required functionality of a gasoline or diesel powered 
lawnmower or other landscaping equipment.
