Amend SB 2285 (Senate committee report) in SECTION 1 of the 
bill, in added Section 17.9225, Water Code (page 2, between lines 3 
and 4), by inserting the following new Subsection (c) as follows:
	(c)  Assistance under this section shall only be provided to 
residents who demonstrate an inability to pay for the improvements 
described in subsection (b) of this section in accordance with 
board rules.  The board shall adopt rules to implement the 
provisions of this section.
