BACKGROUND AND PURPOSE

 

Currently, there is no permanent process for recycling certain materials at the Capitol or other buildings under the jurisdiction of the State Preservation Board, which include the Capitol Visitors Center and the Bob Bullock Texas State History Museum.  Despite a housekeeping resolution which established a recycling program at the Capitol for the 81st Legislative Session, there is nothing in statute requiring the program to continue in the future.

 

C.S.H.B. 235 requires the State Preservation Board to collect and recycle aluminum, glass, paper, plastic, and other commonly recycled materials from all buildings under its jurisdiction, thereby establishing a permanent recycling program at all facilities maintained by the board.

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

 

C.S.H.B. 235 amends the Government Code to require the State Preservation Board to collect and recycle aluminum, glass, paper, plastic, and other commonly recycled materials from all buildings under its jurisdiction.

EFFECTIVE DATE

 

September 1, 2009.

COMPARISON OF ORIGINAL AND SUBSTITUTE

C.S.H.B. 235 differs from the original by requiring the State Preservation Board to collect recycled materials from all buildings under the board's jurisdiction, rather than a building under such jurisdiction as in the original.
