BACKGROUND AND PURPOSE

 

H.B. 1681, effective September 1, 1981, created a statewide program to assist local crime stoppers programs. The legislation created the Crime Stoppers Advisory Council within the criminal justice division of the governor's office. The council is comprised of members appointed by the governor and confirmed by the senate and is responsible for certifying local crime stoppers organizations and providing oversight and policy direction for the Texas crime stoppers program.

 

C.S.H.B. 590 changes the name of the Crime Stoppers Advisory Council to the Texas Crime Stoppers Council. 

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

 

C.S.H.B. 590 amends the Government Code to change the name of the Crime Stoppers Advisory Council to the Texas Crime Stoppers Council.

 

C.S.H.B. 590 amends the Code of Criminal Procedure to make conforming changes.

EFFECTIVE DATE

 

On passage, or, if the act does not receive the necessary vote, the act takes effect September 1, 2009.

COMPARISON OF ORIGINAL AND SUBSTITUTE

C.S.H.B. 590 removes a provision from the original making a person ineligible for appointment as a member of the Texas Crime Stoppers Council if the person has a campaign treasurer appointment on file with a local filing authority or with the Texas Ethics Commission.
