BACKGROUND AND PURPOSE
The Texas Commission on Environmental Quality by rule requires all counties to join a multi-county groundwater conservation district. Coryell County is not eligible to petition to join another groundwater district until the Tablerock Groundwater Conservation District is dissolved.
H.B. 833 dissolves the Tablerock Groundwater Conservation District, allowing Coryell County to comply with rules of the Texas Commission on Environmental Quality.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 833 repeals Chapter 8823, Special District Local Laws Code, to dissolve the Tablerock Groundwater Conservation District.

EFFECTIVE DATE
On passage, or, if the act does not receive the necessary vote, the act takes effect September 1, 2009.
