AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

The purpose of this legislation is to create a "Save Our Beaches" license plate in order to increase funding to the coastal protection and improvement fund within the General Land Office.

 

H.B. 1286 requires the Texas Department of Transportation (TxDOT) to issue specialty license plates to support the coastal protection and improvement program.  This bill also requires that the remainder of the fee for issuance of the license plates, after deduction of TxDOT's administrative costs, be deposited to the credit of the coastal protection and improvement fund established to fund the cleaning, maintaining, nourishing, and protecting of state beaches.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Subchapter G, Chapter 504, Transportation Code, by adding Section 504.6275, as follows:

 

Sec. 504.6275.  SAVE OUR BEACHES LICENSE PLATES.  (a) Requires the Texas Department of Transportation (TxDOT) to issue specialty license plates to support the coastal protection and improvement program.

 

(b) Requires that the remainder of the fee for issuance of the license plates, after deduction of TxDOT's administrative costs, be deposited to the credit of the coastal protection and improvement fund established by Section 33.653 (Creation of Coastal Protection and Improvement Fund), Natural Resources Code, to fund the cleaning, maintaining, nourishing, and protecting of state beaches.

 

SECTION 2.  Effective date: September 1, 2009.
