BACKGROUND AND PURPOSE
Current law requires the board of directors of a defense base development authority to elect a president and vice president from its membership.
H.B. 1345 allows a defense base development authority to elect a chairperson and vice chairperson in lieu of a president and vice president. The bill also makes conforming changes by adding the titles of chairperson and vice chairperson to those who must be physically present at a board meeting in order to allow other board members to attend the meeting via telephone, video conference call, or other similar telecommunication device.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 1345 amends the Local Government Code to add chairperson and vice chairperson as optional titles for the offices of president and vice president, respectively, of the board of directors of a defense base development authority and to make conforming changes.

September 1, 2009.
