BACKGROUND AND PURPOSE
The current voter registration application requires that an applicant provide a valid driver's license number or the number of a personal identification card or a statement that the applicant has not been issued a driver's license or personal identification card. If the applicant has not been provided with any of these, current law allows the applicant to submit the last four digits of the applicant's social security number.
C.S.H.B. 1448 reorganizes and make nonsubstantive changes to the provision that requires a voter registration application to include, if the applicant does not have a Texas driver's license number or the number of a personal identification card issued by the Department of Public Safety or a social security number, a statement that the applicant has not been issued such a number.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
C.S.H.B. 1448 amends the Election Code to reorganize and make nonsubstantive changes to the provision that requires a voter registration application to include, if the applicant does not have a Texas driver's license number or the number of a personal identification card issued by the Department of Public Safety or a social security number, a statement that the applicant has not been issued such a number.

EFFECTIVE DATE
On passage, or, if the act does not receive the necessary vote, the act takes effect September 1, 2009.

COMPARISON OF ORIGINAL AND SUBSTITUTE
C.S.H.B. 1448 differs from the original by retaining certain statutory language struck in the original that makes it a condition for a voter registration application to include the last four digits of the applicant's social security number that the applicant has not been issued a Texas driver's license number or the number of a personal identification card issued by the Department of Public Safety. |
