BACKGROUND AND PURPOSE

Charles Edward Taylor, born May 24, 1868, was the chief mechanic for the Wright Brothers.  He built the first engine used in powered flight and the first military airplane, and was involved in the first transcontinental flight.  His contributions to the history of flight are immeasurable, yet his story often goes overlooked.

C.S.H.B. 2229 officially designates May 24 of each year as Aviation Maintenance Technician Day and honors the efforts of aviation maintenance professionals in Texas, as well as the achievements of Charles Edward Taylor. 

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

C.S.H.B. 2229 amends the Government Code to designate May 24 as Aviation Maintenance Technician Day in memory of Charles Edward Taylor, the aviation maintenance technician who built and maintained the engine that powered Orville and Wilbur Wright's first flying machine.  The bill authorizes Aviation Maintenance Technician Day to be regularly observed by appropriate ceremonies and activities to commemorate the birthday of Taylor and to recognize the vital contributions of Taylor and other American aviation maintenance technicians to the field of aviation.

EFFECTIVE DATE

On passage, or, if the act does not receive the necessary vote, the act takes effect September 1, 2009.

COMPARISON OF ORIGINAL AND SUBSTITUTE

C.S.H.B. 2229 differs from the original by authorizing, rather than requiring, the observation of Aviation Maintenance Technician Day.
