BACKGROUND AND PURPOSE

 

H.B. 866, 80th Legislature, Regular Session, 2007, enacted Chapter 147, Local Government Code, to grant the City of Dallas the ability to meet and confer with the police officers and firefighters it employs. 

 

H.B. 2307 makes corrective changes to conform current law to the original intent of the bill.

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

 

H.B. 2307 amends the Local Government Code to modify definitions of "firefighter," "firefighter employee group," "police officer," and "police officer employee group" in connection with local control of firefighter and police officer employment matters in certain municipalities with populations of one million or more. The bill specifies that the employee groups are organizations in which, on or before September 1, 2007, rather than for at least one year, firefighters or police officers, respectively, of the municipality have participated and paid dues via automatic payroll deduction. The bill specifies that the employees are firefighters and police officers, respectively, employed by the municipality who are classified by the municipality as nonexempt, rather than exempt.
