BACKGROUND AND PURPOSE

The 76th Legislature, Regular Session, 1999, enacted H.B. 2025 to establish the Border Health Institute in El Paso, Texas. The purpose of the institute is to facilitate discussion and cooperation among certain institutions for the provision of health education to persons living in the border region, and for research in fields of study affecting public health. The institute has been successful in assisting in the establishment of the Paul L. Foster School of Medicine and now sees the need for continued development. The Medical Center of the Americas has stepped forward in leading that next stage of development and planning. 

H.B. 2483 repeals provisions relating to the authority for the establishment and administration of the Border Health Institute in El Paso.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

H.B. 2483 repeals the chapter of the Education Code relating to the authority for the establishment and administration of the Border Health Institute in the city of El Paso.

H.B. 2483 repeals Chapter 151, Education Code.

EFFECTIVE DATE

On passage, or, if the act does not receive the necessary vote, the act takes effect September 1, 2009.
