AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

The purpose of this legislation is to designate one specific flag for use by the office of the governor in order to increase goodwill and advance public relations for the State of Texas.  The flag could be presented to visiting dignitaries and heads of state by the governor in addition to the Texas state flag, as well as be given as a gift when the governor travels and serve as a lasting symbol representing the Texas governor. 

 

H.B. 2500 relates to the governor's flag. 

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 401.104, Government Code, to require that the governor's flag consist of a lone star encircled by live oak and olive branches on a light blue circle, all on a dark blue field with a white star in each corner, with words "In God We Trust" on the dark blue field or the light blue circle.  Deletes existing text authorizing the governor to adopt a flag for the governor's official use and requiring the governor, by executive order published in the Texas Register, to provide a description of a flag adopted under this section.
