BACKGROUND AND PURPOSE

Under current law, district judges are paid an annual salary of $125,000 by the state, and are allowed to earn up to $15,000 in additional compensation for extra-judicial services performed by the district judge, which is provided by the county where a judge serves.

Currently, Starr County pays between $1,200 and $3,600 in additional compensation for a district judge's service in the capacity of a juvenile board member.  The compensation cap for Starr County is one of the lowest among Texas counties. 

H.B. 2813 raises the salary cap to $10,000 to equalize the compensation paid to a juvenile board member in Starr County compared to other counties in Texas.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

H.B. 2813 amends the Human Resources Code to raise the cap on the annual salary paid to a Starr County Juvenile Board member from $3,600 to $10,000.

EFFECTIVE DATE

September 1, 2009.
