AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

H.B. 2961 amends current law relating to authorizing an increase in the student union fee at the University of Houston.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 54.526, Education Code, by amending Subsection (a) and adding Subsection (c), as follows:

 

(a)  Authorizes the board of regents of the University of Houston System to levy a student union fee, not to exceed $150, rather than $35, per student for each regular semester and not to exceed $75, rather than $17.50,  per student for each term of the summer session. 

 

(c)  Prohibits the fee from being charged after the fifth academic year in which the fee is first charged unless, before the end of that academic year, the university has issued bonds payable in whole or in part from the fee, in which event the fee is prohibited from being charged after the academic year in which all such bonds, including refunding bonds for those bonds, have been fully paid.

 

SECTION 2.  Provides that this Act apples beginning with the 2009-2010 academic year.

 

SECTION 3.  Effective date: upon passage or September 1, 2009.
