BACKGROUND AND PURPOSE

 

Current law requires retired special rangers and retired special Texas Rangers to attend mandated crisis intervention training.

 

H.B. 2991 exempts special rangers and special Texas Rangers from the required education and training program on de-escalation and crisis intervention techniques designed to facilitate interaction with persons with mental impairments.

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

 

H.B. 2991 amends the Occupations Code to prohibit an honorably retired commissioned Department of Public Safety officer who is a special ranger or who is a special Texas Ranger from being required to undergo education and training program on de-escalation and crisis intervention techniques designed to facilitate interaction with persons with mental impairments.  

EFFECTIVE DATE

 

On passage, or, if the act does not receive the necessary vote, the act takes effect September 1, 2009.
