BACKGROUND AND PURPOSE

 

Currently, county election administrators are allowed to use funds from the National Voter Registration Act of 1993 to hire temporary workers for 26 weeks in each state fiscal year.  While this is invaluable to counties, county election administrators need to be able to hire temporary workers for a longer period due to the timing and frequency of elections.

 

H.B. 3061 authorizes county election administrators to use state funds received from the National Voter Registration Act of 1993 to employ temporary voter registration workers for up to 39 weeks in a state fiscal year.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

 

H.B. 3061 amends the Election Code to add the employment of temporary voter registration personnel for not more than 39 weeks in a state fiscal year to the additional expenses related to voter registration for which state funds may be disbursed to defray registrar office expenses.

EFFECTIVE DATE

 

September 1, 2009.
