BACKGROUND AND PURPOSE

 

C.S.H.B. 3411 authorizes the board of directors of the Castro County Hospital District to provide for the security and payment of district bonds from a pledge of a combination of property taxes and revenue and other sources authorized by law and to set forth the authorized uses for the proceeds of the bonds.

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

 

C.S.H.B. 3411 amends the Special District Local Laws Code to require notice of an election of the board of directors of the Castro County Hospital District to conform with the notice requirements in the Election Code.

 

C.S.H.B. 3411 authorizes the board, in addition to the authority to issue general obligation bonds and revenue bonds, to provide for the security and payment of district bonds from a pledge of a combination of property taxes and revenue and other sources authorized by law. The bill sets forth the authorized uses for the proceeds of these bonds.

EFFECTIVE DATE

 

On passage, or, if the act does not receive the necessary vote, the act takes effect September 1, 2009.

COMPARISON OF ORIGINAL AND SUBSTITUTE

C.S.H.B. 3411 differs from the original by removing provisions authorizing the Castro County Hospital District board of directors to employ physicians or other health care providers. The substitute, in the provision relating to expenses reasonable and necessary to issue, sell, and deliver bonds, replaces the term "insure" in the original with the term "issue."
