AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

The compensation of the members of the board of port commissioners of the Port of Port Arthur Navigation District of Jefferson County (commissioners) has not been increased since the district's creation in the early 1960s.  Over the last several months, the commissioners conducted an informal survey and determined that commissioners of comparable districts are paid significantly more than the district's current $50 per month for commissioners and $75 per month for the president.  The commissioners and president requested an increase to $200 and $250, respectively.  The compensation sought is still less than that of comparable districts such as Beaumont, where commissioners are paid $500 and $550 per month. 

 

H.B. 3692 increases the compensation of the commissioners from $50 to $200 per month and the compensation of the president of the board from $75 to $250 per month. 

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 11, Chapter 197, Acts of the 58th Legislature, Regular Session, 1963, to require each member of the board of port commissioners of the Port of Port Arthur Navigation District of Jefferson County (commissioner) to receive for performing duties as a commissioner, rather than for his services, the sum of $200 per month, rather than $50 per month, except the president who is required to receive $250 per month, rather than $75 per month, plus actual traveling expenses. 

 

SECTION 2.  Effective date:  September 1, 2009.
